Toki Messe (Befco Bakauke Observation Deck)

Toki Messe is a large convention center on the waterfront where the Shinano River flows into the Sea of Japan. On the 31st floor, about 125 meters above the ground, is the Befco Bakauke Observation Deck. This free deck gives wide views of Niigata City, the Shinano River and the Sea of Japan. The building also has a hotel.

Observation deck: usually 8:00-22:00 (last entry 21:30). Hours may be shorter on event days.
- Closed
Observation deck: closed on irregular days. Toki Messe building: closed 29 December to 3 January.

The observation deck is free.
- Getting there
From JR Niigata Station bus terminal stop 17, about 16 minutes by bus to "Toki Messe"; or about 20 minutes on foot from the Bandai Exit.

- Paid parking: the first 60 minutes are free, then 100 yen per 30 minutes.
